First off, you can't have two decks with the same name with Sync (in the cloud). It will give an error if you try.
Global Options > Sync > Delete. Turn on then tap "Delete Selected Decks (in Cloud)". You should see the deck go away in this screen. If you have the deck on your device, it will not be deleted there. So if that's the case, delete the normal way by going to main "Decks" screen, swipe left on deck, Delete... (or if Android, tap Edit, Delete...)
To sync, you go to device # 1, decks to sync, find your deck in "Local Only", turn on, and sync (by tapping button or opening or closing app). On your other device, go to "decks to sync" and find the deck in "cloud only". Turn on. Sync. You should not see the deck in your deck listing.
If you look carefully, decks that are syncing have a light gray bar along the right side in the main Decks screen. If you have to decks with the same name in your main Decks screen, find the one that's being sync, and the one that's not, and delete the one that's not.
