When you say "sync", did you turn on the Sync feature in Global Options? Sync is good if you want to study on multiple devices and maintain statistics across devices. If you don't need this functionality, then you can fairly easily export and update manually within the app on your devices.
I have no idea why the decks appear to have download but you are unable to study as expected. I can't even guess what might be going on.
Since you are using Dropbox, as a test, I'd go to your iPhone, swipe left on deck, Edit, Export/Share, Dropbox, and export a deck to Dropbox. Then on your iPad, tap + (add deck), Dropbox, download it. Any issues?
If you want the sync feature, I recommend using the "App Server" sync. That is fully automatic (after you've told the app which decks you want to sync and do the set up). Dropbox requires you to manually tell the app what to download when there's an update. So unless you have a specific concern, create an App Server Sync account and try that.
